The Strategic Working Session between the Sierra Leone Police (SLP) and the Liberia National Police (LNP) progressed into its second day on Wednesday, 3rd December 2025, with both institutions, working alongside the Liberia Immigration Service, advancing efforts to operationalise the bilateral security communiqué recently endorsed by the Police Chiefs of Sierra Leone and Liberia.

Held in Monrovia, the session brought together senior security officials who focused on enhancing coordinated responses to cybercrime, human trafficking, evolving criminal trends, and other forms of transnational organised crime affecting the Mano River Basin. Delegates emphasised the increasing need for trust-building, strengthened partnership mechanisms, and targeted capacity-building initiatives, particularly within border communities.
During deliberations, participants reviewed emerging cybercrime patterns impacting the sub-region and highlighted the urgency of adopting proactive, collaborative strategies to protect citizens and safeguard critical national infrastructure.

In line with the agreed action points, the SLP and LNP committed to developing a joint intelligence and information-sharing framework, establishing a Cyber Security Taskforce, forming an Anti-Human Trafficking Working Group, and creating an electronic Transnational Crime Dashboard to support real-time reporting and data exchange. Discussions also included proposals to establish a Joint Operations Centre dedicated to addressing cross-border threats.
Delegates outlined a set of preliminary indicators to measure progress over the next year. These include the accuracy of shared intelligence, the effectiveness of inter-agency cooperation, frequency of technical working group engagements, number of joint operations conducted, and compliance with the approved action plan. Annual review meetings between the Inspectors General of both countries will assess achievements and refine strategic approaches.

The Strategic Working Session is expected to continue over the coming days, with both police institutions reiterating their commitment to fully implementing the communiqué and strengthening peace, security, and stability across the Mano River Union Basin.
Meanwhile, in a separate engagement, the SLP delegation paid a courtesy call on Sierra Leone’s Ambassador to Liberia, His Excellency Eddie Sidikie Massally. Ambassador Massally warmly welcomed the delegation, commended the SLP’s ongoing reforms, and praised the professionalism with which it continues to represent Sierra Leone abroad. He assured the delegation of the Embassy’s continued support and highlighted his long-standing collaborative relationship with Liberia’s security sector. The visit concluded with a tour of major infrastructural developments currently underway at the Embassy.
