Chief Dr. Ugo Magnus Kel has formally declared his candidacy for the 2027 Senatorial election in Ebonyi Central Senatorial District, pledging to pursue effective representation, progressive legislation and measurable constituency development if elected to the National Assembly.
Dr. Magnus made his declaration on Wednesday, September 9, outlining an agenda focused on infrastructure, healthcare, education, youth development, economic empowerment, agriculture, innovation, security and stronger legislative oversight.
Speaking on his decision to contest, Dr. Magnus said the election should be viewed as more than a contest for a Senate seat, arguing that it presents an opportunity to give the people of Ebonyi Central a stronger voice in Abuja.
«“This election is not simply about occupying a seat in the Senate. It is about giving our people a stronger voice, attracting meaningful development, and using legislative power to create opportunities that improve lives,” he said.»
He said his proposed representation would be centred on accessibility, accountability and results, adding that Ebonyi Central deserves a senator who would remain connected to constituents while actively pursuing development opportunities at the federal level.

Infrastructure and Constituency Development
Infrastructure features prominently in Dr. Magnus’ proposed agenda. He said he would advocate for the rehabilitation and construction of critical roads, improved electricity supply, access to clean water, rural development and expanded digital connectivity across the senatorial district.
According to him, budget advocacy, legislative oversight and strategic engagement with relevant federal agencies would be used to attract projects capable of delivering measurable benefits to communities.
Healthcare

Dr. Magnus also identified healthcare as a priority, with plans to support stronger primary healthcare services, improved access to medical facilities, maternal and child healthcare, and greater awareness of health insurance programmes.
He said his objective would be to support interventions capable of improving healthcare delivery and expanding access to essential services across Ebonyi Central.
Education and Youth Empowerment
On education, Dr. Magnus said his legislative agenda would focus on improving educational infrastructure, teacher development, scholarships, digital learning and technical and vocational education.
He placed particular emphasis on youth development, promising to support initiatives that equip young people with practical skills, entrepreneurship opportunities and pathways towards economic independence.
Agriculture and Economic Empowerment
Recognising the importance of agriculture, small businesses and entrepreneurship to the local economy, Dr. Magnus said he would advocate for greater access to financing, agricultural support programmes, value-chain development and opportunities for small and medium-sized enterprises.
He said the broader objective would be to help constituents move from economic dependency towards productive participation in the economy.
Innovation and Human Capital Development
Dr. Magnus also pledged to promote innovation, technology and entrepreneurship while encouraging partnerships between educational institutions, the private sector and government agencies.
He said such partnerships could help connect young people with modern skills, employment opportunities and emerging areas of the economy.
Security and Community Development
Security, he noted, would remain central to his legislative priorities.
Dr. Magnus said he would use his legislative and oversight responsibilities to advocate for stronger security structures, improved intelligence gathering, community-based security initiatives and closer cooperation between security agencies and local communities.
Legislation and Oversight
At the National Assembly, Dr.Magnus said he would support people-centred legislation aimed at promoting economic growth, protecting citizens’ rights, strengthening public institutions and creating an enabling environment for investment.
He also pledged to exercise his constitutional oversight responsibilities to ensure that government programmes and public resources deliver meaningful value to the people of Ebonyi Central.
Commitment to Constituents
A major component of his proposed representation is direct engagement with constituents.
Dr. Magnus said he intends to establish a strong constituency engagement framework involving regular town-hall meetings and direct consultations with communities, traditional institutions, women, young people, professionals, entrepreneurs and other stakeholders.
He said his representation would be built around accessibility, accountability and measurable results.
“The 2027 election is a choice about the kind of representation Ebonyi Central deserves. I am offering myself to serve with courage, competence, humility, and purpose,” Dr. Magnus said.
He added that his vision was to contribute to an Ebonyi Central where young people have greater opportunities, communities attract development, businesses can grow and constituents have a strong voice in Abuja.
“This is not about me. It is about the people of Ebonyi Central and the future we can build together,” he said.
Further details of Dr. Magnus’ legislative agenda and constituency development framework are expected to be unveiled in the coming weeks.
